During a court appearance on Thursday in Henry County General Sessions Court, Phelps was also charged with vehicular homicide and reckless boating. His bond was also increased by $100,000 according to the HC General Sessions Court office. Phelps is free on bond. His attorney is Jeff Grimes of Clarksville.
